Service Monitoring Policy - Add option to configure agent connection to database setting

Need option to be able to set the Audit Agent monitor time different than the default Service Monitoring Policy value for select (DC) Domain Controllers that may be sending data at a low rate – such a DC in a (DR) Disaster Recovery site.
