Getting Access Denied Error message when connecting to WAP (4305717)

When making a Local Object Model (OM) connection and choosing WAP as the target type, the following error is displayed:

User is connecting to a WAP that is using Claims Authentication (on SharePoint 2013, generally), and choosing to connect as a different user. It is assumed that the different user has full access to the Local Object Model.

There is an issue when passing through a different account to the SharePoint Object Model when the WAP is using Claims Authentication. This may occur in SharePoint 2013 or 2010.

1. Connect to SharePoint using the Farm target type and use the Central Administration URL. This works because Central Administration uses Windows Authentication.
2. Run the Content Matrix Console as the other user and it will treat that user like the default account.
3. Connect to the SharePoint server where the console is running as the other user.
