When you are trying to migrate user's passwords over from a Source to a Target, the password migration may fail with an error of:

When you are planning a migration of users, the mapping files may not be set properly due to a number of different reasons. If Most user's passwords do not coming over, please attempt the following:
1. In the Migrator Console, select File | Rebuild Mapping Files.
2. Migrate the User's again.
Once the Mapping files have been rebuilt you should be able to migrate the passwords over successfully.
