GPOADmin does not specify specific hashes and cyphers. In the GPOADmin documentation can be found the following: 1) GPOADmin User's Guide outlines that TLS 1.2 only environments are supported and shows how to enable this behavior. 2) GPOADmin User's Guide outlines FIPS support in GPOADmin.
As long as cyphers, hashes etc that are used in GPOAdmin server matches the Federal Information Processing Standards (FIPS), and FIPS support is enabled in GPOADmin console, there should be no communication issues. The FIPS guidelines and standards are published by the US National Institute of Standards and Technology.
