Invalid Username and Password Error When Restarting GPOAdmin Service.

At times when restarting the GPOAdmin service it will fail with an invalid username and password error. You may re-enter the credentials to the service and it comes back up, but the next time you try to login to GPOAdmin the Password is no longer valid there.

Restarting GPOADmin services without closing GPOADmin console first.
