Within the rule Agent Health State rule, there is a value of '19.9' in the rule condition. What does this value represent?

This number has no measurement value and is simply an internal value for Foglight. It is just a number (here you can use 19.8, 15 or other number, 10 < N < 20) that is used to compare with an agent state (represent by number 20). To be rigorous, 19.9 is the "best option" here as it's the closest to 20. If the internal value reaches 20, then the agent health status is not good. There should be no requirement to change this value.
