If you want to have users with the Operators role as well as with the ability to view the Deployment tab

The Administrator, Operators and Web Shared Overview Users roles are not meant to be modified. If they want to have users with the Operators role as well as with the ability to view the Deployment tab, I would suggest they create a new Role and add a group to that role.
解决办法
Create a new Role:
In the CA Client go to Administration | Application User Interface
Click Add and provide a name (and description if you want) for the new Role. I am using Operators with View Deploy as the name:

Select the Definition tab
Click Add Role and add the Operator role
Click Add Operation and add the View Deployment operation
Select the Members tab, click Add User or Group and add the Domain group they want to use.
Add the required users to this group and ensure they are not a member of any of the other CA groups
