PST Import does not create folder in Archive Mailbox

After using the PST Importer without error, to import messages from PST to a users mailbox, the folder that should be created when using the Pseudo Root option does not get created in the mailbox.
原因
All of the messages from the PST have already been archived either by the ESM Service, or by journaling. If the messages are already in the mailbox, no new folder will be created.
