While restoring a Virtual Machine to vSphere 6.5 environment, it usually fails with below error if there is no KMS (Key Management Server) configured.

With vSphere 6.5 a new storage policy called VM Encryption Policy was introduced, please go through the link https://blogs.vmware.com/vsphere/2016/10/whats-new-in-vsphere-6-5-security.html for more information related to Encryption Policy.
While restoring a Virtual Machine from vRanger by default all the destination data stores are listed under VM Encryption Policy,
If there is no KMS (Key Management Server) server configured then the restore would fail.
As per VMWare it is recommended not to delete the default policies, so to overcome this situation we will create a new policy without encryption. Please refer below screenshots and create a new storage policy accordingly,
1) Login to Web Client of Virtual Center.
2) Navigate to Home -> Policies and Profiles,
3) Click on Create New storage Policy,
4) Name the New Policy,
5) Click Next and then check the box Use Common rules in the VM Storage Policy,
6) Click on Add Component and Select Storage I/O Control -> Normal IO Shares Allocation and then hit Next.
7) Do not enable the option Use rule-sets in the storage policy and click Next.
8) You should see the below screen once the storage policy is successfully created,
9) After creating the new storage policy, go through the restore wizard in vRanger. While selecting destination data store now you should be able to see all the supported data stores under newly created storage policy.
10) Select the destination data store and complete the restore wizard, test the restore and it should start the restore process without any errors.
