The CPU Busy alarm occurs when the total CPU utilization of the system exceeds a threshold. The CPU may encounter a large number of requests, or you may have un-tuned SQL, which unnecessarily uses excessive amounts of CPU.
Determine where excessive amounts of CPU are being used.

Find out which processes use the most CPU |
Use the server’s operating system tool, such as top on UNIX, or Task Manager on Windows. |

Find out if a particular session is using CPU excessively |
Use the Top Sessions drilldown. |
