Customers report that after a VM restart all alarms stopped working, and its not related to a planned outage.
Due to manual manipulation or a VM restart one of the XML files for the alarm actions was left in a broken state where it only has conditions but no actions, this causes spotlight to stop evaluating the alarm severities properly.
SOLUTION:
Go to the configure tab, alarm actions and check each entry to make sure they include both, conditions and actions, once the broken alarm action is fixed, spotlight will resume alerting properly, no service restart is needed.
