Unable to restart/reschedule/delete a failed analysis group job (4243670)

If an analysis job like 'Quest Auto Stat Capture' fails for some reason (e.g. QSA-20312), it cannot be restarted, deleted, or rescheduled.

If you open the analysis group and try to click the "Store & Schedule" it throws an error saying:
Error storing script QUEST/Analysis Groups/Quest Auto Stat Capture
You cannot delete this script because it is currently no longer executing

If you then try to delete the Analysis Group from Explorer, it errors with:
Error deleting Analysis Group Quest Auto Stat Capture
