The process of restoring a DC goes through a series of steps. One of the background tasks for restoring a DC is to look in the DC's Event Log for Event ID 1206.
To ensure that SYSVOL is available the recovery process looks for the event 1206 in the DC's event log. This is done starting from the time sent from the console (the time of starting the DC rebooting to normal mode after DSRM). If the Console's clock is too fast, it will start seeking this event too late and will repeat this operation over and over.
Make sure the system clocks for all DCs in the Forest Recovery are synchronized to the same time as the Recovery Manager server system clock to prevent this issue from occurring.
