RUM returns error Error 0x5. Access is denied (4211244)

During a Resource Updating Manager Discovery or Processing session the following error is reported in the Log:

5/21/2019 3:19:59 PM    1248    Error 0x5. Access is denied.  
5/21/2019 3:19:59 PM    1248    RPC call to Quest Migration Manager RUM Controller Service failed.

After checking all of the basics it is possible for the environment to be restricting traffic by protocol

In this case NTLM V1 and LM were disabled on the RUM console server and would not allow the traffic on that protocol.  Re enabling the protocol
