When trying to start the Change Auditor Coordinator, usually after a fresh install, it fails. The Change Auditor Coordinator log displays the error message "The computer is not in a site"
The server isn't registered in a site.
WORKAROUND:
The following command can be run to confirm this:

nltest /dsgetsite
The second command should provide the complete list of DCs and the site names.
nltest /dclist:
You can also check the following registry key:
HKLM\System\CurrentControlSet\Services\Netlogon\Parameters
Ideally there should be DynamicSiteValue already there, although if it does not exist, consider adding:
There should be a value called either "SiteName" or "DefaultSiteName".
MUST BE A STRING VALUE: Default-First-Site-Name
Quest Support suggests that customers speak to their networking team to identify why it isn't properly joined to a site, and confirming the subnet for the server is assigned to a site in AD.
Note: Quest does not provide support for problems that arise from improper modification of the registry. The Windows registry contains information critical to your computer and applications. Make sure you back up the registry before modifying it. For more information on the Windows Registry
Editor and how to back up and restore it, refer to Microsoft Article ID 256986 “Description of the Microsoft Windows registry” at Microsoft Support.
