The Change Auditor Coordinator does not start due to the error "The computer is not in a site" (4255429)

When trying to start the Change Auditor Coordinator, usually after a fresh install, it fails.  The Change Auditor Coordinator log displays the error message "The computer is not in a site"

The server isn't registered in a site.

WORKAROUND:

The following command can be run to confirm this:

The first command should let you know if this server (coordinator) is in the site.
nltest /dsgetsite

The second command should provide the complete list of DCs and the site names.
nltest /dclist:

You can also check the following registry key:

HKLM\System\CurrentControlSet\Services\Netlogon\Parameters

Ideally there should be DynamicSiteValue already there, although if it does not exist, consider adding:

There should be a value called either "SiteName" or "DefaultSiteName". 
MUST BE A STRING VALUE: Default-First-Site-Name

Quest Support suggests that customers speak to their networking team to identify why it isn't properly joined to a site, and confirming the subnet for the server is assigned to a site in AD.
