Why are there labels associated with Portal
Description

You can restrict what users can see what packages by applying a label to your users, then associating that label with particular software packages.
Resolution

When users log in to the User Portal, they will only see packages that have no label or have a label that matches labels they have.
See the User tab to assign labels to specific users. And the specific Portal Package to restrict it to specific labels.
