Cannot disable SharePoint Designer access for SC administrators -
Description
A ControlPoint administrator disabled SharePoint Designer access through ControlPoint's "Set Site Collection Properties" action. After this action has run, Site Owners are unable to access SharePoint Designer, but Site Collection Administrators' access has not been restricted. -
Cause
SharePoint Designer access for site collection administrators is enabled or restricted at the web application level. ControlPoint's "Set Site Collection Properties" action restricts SharePoint Designer access at the site level, which is overridden for site collection administrators.

Resolution
SharePoint Designer access for site collection administrators MUST be disabled for each web application by following the steps below:
- Navigate to Central Administration > Manage web applications, then select the web application.
- Click on the General Settings dropdown and select SharePoint Designer.
- Disable all options for site collection administrators, then click OK.
