Error OpenSCManager (5) Access is denied when running AMPtools (4285516)

When attempting to run the AMPTools.exe, you receive the error:

Error OpenSCManager (5) Access is denied.

Method 1

1. Right-click Command Prompt
2. Click Run as Administrator
3. Run the command you did before.

Method 2

1. While you are at usual cmd, use the "runas" parameters to start an elevated command prompt: 
• c:\>runas /user:administrator cmd
2. Enter the password for administrator.
• You should get a message Attempting to start cmd as user "computername\administrator"...

Method 3 

1. runas /user:localmachinename\administrator cmd
2. runas /user:domain\domainadmin cmd

You should no longer receive the above error.
