Could not load file or assembly error when installing on a 64 bit machine (4276833)

When attempting to install Secure Copy on a 64 bit machine the error below is displayed:

Could not load file or assembly ‘System.Data.SQLite, Version=1.0.66.0, Culture=neutral, PublicKeyToken=db937bc2d44ff139’ or one of its dependencies. An attempt was made to

load a program with an incorrect format.

Microsoft .NET Framework 4 Client Profile is installed but Microsoft .NET Framework 4 Extended is not.  Also, Microsoft Windows Installer 4.5 may be missing.

Install Microsoft .NET Framework 4 Extended  

If that does not resolve the issue also install
