Moving your Message/Attachment Index is done in the following way:
1] Reboot Archive Manager.
2] Login using Windows Administrator rights.
3] Open up Services.msc.
4] Stop the Retention Policy Service, Full Text Index Service, Full Text Search Service and ensure that FTIAttachmentWorker.exe is not running in Task Manager.
5] Also ensure you have no retention batch file that is a scheduled task to run in the Windows Task Scheduler.
6] Make sure the destination path/drive that you are moving your index(es) to has full permissions and ensure the 'ArchiveManagerServiceUsers' group has full control over it.
7] Login to Archive Manager with an Archive Manager user that has full rights i.e. administrator.
8] Perform the move of the index using "Request Operation" tab in the Index Dashboard as per the following KBA:

Successfully moved Message Index and/or Attachment Index can be viewed by checking the “Percent Done” column and making sure that "100%" is displayed. Only then can the old Index be deleted from the old location.
To verify the current Index location, check the following items:
A] The new Index location that exists and is being written to, check Archive Manager > Administrator view > Index Dashboard > Message Index/Attachment Index > Details section at the bottom of the screen.
B] When you request what to perform in the Request Operation sub tab i.e. Move; you will also see the current Index location on the left hand section.
C] For additional Index information, you can also check the Archive Manager Database that resides in the SQL Server by performing the following steps:
1] Launch SQL Server Management Studio.
2] Once connected, drill down the Databases section on the left hand side and select ArchiveManager.
3] Click on the New Query button and this will launch a new query window in the middle section.
4] Click in the new query window and you will see a drop-down menu above turn from grey to white.
5] Select ArchiveManager from that drop-down menu.
6] Click back on the new query window and type in the following SQL command:
select * from FTPartition
This will display further information about your message and attachment partitions used with Archive Manager i.e. location, type, role, can read, can write, backup location and deleted columns (0=not deleted / 1=deleted), amongst many others too.
NOTE: Before moving Indexes and upgrading Archive Manager, please make sure that a backup of Archive Manager (including email and attachment storage devices), SQL DB and Exchange Server has been performed and done regularly too.
