If you change the URL for Archive Manager, the Exchange Utility can update all the Mailboxes to reflect this change.
However, it cannot do that for Public Folders.
The following method should fix the issue but may be very time consuming if you have a lot of mails in your Public Folders.
1, Turn off the Public Folder policy
2, Open the messages in the Public folder so they are "Unstubbed"
3, Update the URL in the Configuration Editor so that new stripped emails get the correct URL
4, Turn on the Public Folder policy
This should then re-strip the messages with the new URL.
This has been raised as an Enhancement Request.
