This rule fires an alarm to report that when a virtual machine within the VirtualCenter is requesting CPU cycles from the ESX Server on which it is running, it is not receiving them some percentage of the time. This will impact performance on the virtual machine.

When the virtual machine requests CPU cycles, it is only not receiving them 2 percent or less of the time.	Normal	None
When the virtual machine requests CPU cycles, it is not receiving them greater than 2 percent but no greater than 8 percent of the time.	Warning	None
When the virtual machine requests CPU cycles, it is not receiving them greater than 8 percent but no greater than 12 percent of the time.	Critical	Send email to VMware administrator
When the virtual machine requests CPU cycles, it is not receiving them greater than 12 percent of the time.	Fatal	Send email to VMware administrator
