Console crashes with error: “Business logic error: The conversion could not be completed because the supplied DateTime did not have the Kind property set correctly” (4259366)

When opening the Desktop Authority Console an error is produced:
"An unexpected error occurred while attempting to complete your last operation and any unsaved settings may have been lost."

The technical information for the error shows:
Business logic error: The conversion could not be completed because the supplied DateTime did not have the Kind property set correctly. For example, when the Kind property is DateTimeKind.Local, the source time zone must be TimeZoneInfo.Local. Parameter name: sourceTimeZone Call Stack at System.TimeZoneInfo.ConvertTime(DateTime dateTime, TimeZoneInfo sourceTimeZone, TimeZoneInfo destinationTimeZone, TimeZoneInfoOptions flags) at System.TimeZoneInfo.ConvertTimeFromUtc(DateTime dateTime, TimeZoneInfodestinationTimeZone) at ScriptLogic.DAConsole.DAConsole.DAComponentUI.ServerManager.ServiceManagement.
