erwin Data Modeler 2018 R1 supports Table and Column character length of 63 characters for PostgreSQL. If you have the previous version, erwin DM 9.8 and for some reason cannot upgrade, you can contact support for a TestFix for that version. Of course, upgrading to the latest version is a better option.
