Perform the following:
1. Launch Archive Manager (AM) Admin Web UI
2. Go to Mail Servers.
3. Select the MailServer that hosts the public folders and use the drop down next to 'Public Folder Policy' to provide Public Folders with an Export policy.
The next time the ESM makes a pass, it will see that the Mail Server has a public folders message policy and will create a Pseudo mailbox for them.
Whatever policy is selected it is recommended not to enable stubbing as reconstruction from Public Folders can cause some issues.
