Advanced filtering in the Directory Sync Workflow Staging Step configuration is enabled in the "Select your source Organizational Units" section of the Staging workflow configuration wizard.
1) Edit the Directory Sync workflow by selecting the workflow and click Settings button
2) Scroll down to the Staging step and click the 'Select' button
3) Click through the wizard to the "Select your source Organizational Units" section
4) Click the 'Add Filter Group' button and review whether the filtering logic is correct, or if it was used for testing, delete the filtering
5) Save the workflow and try again
