When viewing the ESM Logs on the Archive Manager Server you see the following:

Archive Items not processing.
Event log on Archive Manager Server displays the following Data Load Service Errors:
DataLoader: [1749612380-1179854255-15-0x0] Exception has been caught -
moving file
e:\ArchiveManager\Export\\1335ad3b-adc2-fbaf-4eef-c4926e845247.xml to
error folder.
Exception Source: .Net SqlClient Data Provider
Exception Type: System.Data.SqlClient.SqlException
Exception Message: Timeout expired. The timeout period elapsed
prior to completion of the operation or the server is not responding.
Exception Target Site: OnError
Event Type: Error
Event Source: Data Load Service
Description: Configuration.SQL: [3067624754-3696774628-4-0x0]
Execute NonQuery: An error occurred running a SQL statement. Dumping the SqlCommand.
The Exception message was: [Timeout expired. The timeout period elapsed prior to completion of the operation or the server is not responding.]
SQL Lock or otherwise non responsive SQL server is the cause.
In some instances restarting the SQL server service is sufficient, however if this does not work, a reboot of the SQL server may be necessary.
Check all SQL jobs to see if any are causing process blocking.
