Please follow the steps below:
1. Open the Internet Information Services (IIS).
2. Expand the Root node, expand Sites, and right-click ArchiveManager site, click Manage Web Site | Advanced Settings
3. Note down the Application Pool name (ArchiveManager) under General settings and close the window
4. Now go to Application Pools section, you can see the corresponding Application Pool (ArchiveManager) is in Stopped state.
5. Right-click on the Application Pool, click Advanced Settings.
6. Go to Identity name under Process model section in the opened window. click Identity name to Edit.
7. Click the Set button, re-enter user credentials and make sure it is correct, and click OK.
8. Right-click on the Application Pool and Start it.
9. Also perform an IISRESET.
If the above steps do not resolve the issue check the Event Viewer | Application Log for Event ID 5021,
This can be caused by Group Policy restricting the service account permissings.
Check that the service account has the "Log in as a Batch Job" user right and the "Log in as a Service" user right.
