Clear the proxy:
In the browser click tools->internet options->Connections->Lan settings then clear the proxy setting->and click ok.
Take note that if this gets set by a group policy it will get turned back on at some point, you may see the problem go away then come back and have to repeat until it's taken out of the group policy.
Determine if there is a proxy getting in the way:
1. Download Microsoft's PsTools Suite from http://technet.microsoft.com/en-us/sysinternals/bb896649.
a. Extract the contents to a directory of your choice
b. There is no installer, so this can be run anywhere.
2. Open a command prompt where you unzipped the suite and run the following command to open a new command prompt as the local admin account:
> psexec -i -s cmd.exe
3. In the new command prompt window, verify that you are the local system account with the following command:
> C:\Windows\system32>whoami
Returns: nt authority\system
4. Launch IE from the same prompt. The following is an example your path may differ:
> "C:\Program Files (x86)\Internet Explorer\iexplore.exe"
5. Check your connection settings in internet options and see if a proxy is listed. If a proxy is listed remove the proxy for this user.
6. Make sure that there is no group policy object that will reapply the proxy to this user. This user cannot go through a proxy.
