After completing the Restore Active Directory on a Clean OS recovery method, it's not possible to sign in to the restored domain controller using the credentials configured on the Forest Recovery project.
The credentials assigned under the Server Access Credentials section of the project do not comply with the password policy enforced by the restored domain.
Configure credentials in the Server Access Credentials section that meet the password complexity requirements defined by the restored domain’s password policy.
