TCP Provider: A connection attempt failed because the connected party did not properly respond after a period of time

Following error is displayed when installing Performance Analysis for SQL Server on the monitored host:

TCP Provider: A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host failed to respond.

TCP Provider: A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host failed to respond.

1.  Does the SQL Server allow remote connections?  From Management Studio, right click on the instance, Properties | Connections | Check "Allow remote connections to this server".

2.  Check if the SQL Server Browser service is running under Windows Services

3.  Ensure TCP/IP is enabled through SQL Server Configuration Manager.

4.  From the middleware machine, perform a UDL test.
-  Create a file called test.udl (extension needs to be udl)
-  Double-click the test.udl
-  Go to Provider and select the SQL Server provider
-  Connection tab, enter sqlhost\instance,port
-  Supply the login information
-  Select the 'master' database 
-  Test Connection
-  This should be successful
