Updating Configuration Wizard getting ACCESS DENIED

During fixing / updating the password of the service account for ADAM / ADLDS, the following error was displayed by the Configuration Wizard:
"The following error occurred when configuring SCPs. Access is denied."
 

When the password reverts back to the old password it has no issue.

Service account may have limited or no access to the SCP partition.
Environment may have customization and restrictions that are out of standard deployment.

Solution1
The "SCP" Service Connection Point is in the forest where your agent host is joined. 
When the project wizard is connecting, you need to specify the "Configuration" partition, and drill down to the SCP to view the permissions.
Below are sample partition of normal configuration (name may vary)

Sample 
"CN=Exchange Migration Project,CN=QmmEx,CN=Migration Manager,CN=Quest Software,CN=System,DC=Domain,DC=Com" and all child objects.
Add permissions as needed here such that the tool can access based on the service account that has been used to logon to the QMM console. 

Solution 2
Verity the Service account for all agents and services is updated.
