Generally, if DMM legacy agents are not logging to file despite restarting them, running Repair Agents | Shared Components... from the DMM Console against the affected Agent Host should resolve the issue.
If the Shared Components are not shown for the collection highlighted, check for the presence on the agent host from the Agent Management node which will show all agents on the host. Using the Assign Role wizard for adding an additional legacy agent instance will allow you to add Shared Components if missing.
