Error "ORA-01858: a non-numeric character was found where a numeric was expected" when running an (4308149)

If I try to run any fairly simple query from the editor or Query Builder, I get the following error:

"ORA-01858: a non-numeric character was found where a numeric was expected"

Other users have no issues running the same queries

Using a 9.2.0.1 Oracle client to connect to an 11g database. Issue may be related specifically to the NLS Lang value.

Upgrade the 32-bit Oracle client to match the database version.
