Where is the bottleneck: on domino side, or on windows FB server?
Can we double the number of connections if we double domino and/or the windows FB servers (+VIP)?

Each client (OL, Notes) talks to its respective server (Exchange, Domino), which makes the determination that the request can't be serviced locally before 'forwarding' it on to Notes Integration (Coex).Both Coex servers are http servers, and have ways of increasing the default number of connections and worker threads. Notes Integration F/B has a configurable number of concurrent requests it can make from Domino Coex to Windows Coex.
Each client allows up to 60 seconds for an answer to come back, but users are often a bit less patient.
Notes Integration F/B sits in the middle between two highly configurable systems - taking limits off the Coex servers may just cause the downstream server's throttling settings to kick in, 'handling' the increased volume of requests by rejecting some percentage of them.
There is no pre-determined bottleneck. As with any tuning question, you need to first identify the hot spots in the system you have.
