When connecting to a database an error ORA-01033 will result.
ORA-01033: ORACLE initialization or shutdown in progress
原因

An attempt was made to log on while Oracle is being started up or shutdown.
解决办法

SOLUTION:
Wait a few minutes. Then retry the operation. If still unable to connect then the database may be down. Contact DBA for further assistance.
WORKAROUND:
If the issue is because the connection is left idle try adding or modifying the SQLNET.RECV_TIMEOUT and SQLNET.SEND_TIMEOUT parameters on the Oracle client-side sqlnet.ora.
Example: SQLNET.RECV_TIMEOUT=300000
