Error: "Failed to retrieve statistics. The RPC server is not listening."

Error received when Connectiing to the target domain controller:
"Failed to retrieve statistics. The RPC server is not listening."
Stopping and restarting synchronization does not help, neither does rebooting the QMM console.
解决办法
Review Solution 10298, which says:
If the RPC connection to the target domain controller failed, the Directory Synchronization Agent's services restart does not help to restore the connection. The workaround is to restart the target domain controller.
