How to access a rule's Severity Level Variable in rule condition? -

Trying to reference a Severity Level Variable with the preceding @ sign but it does not appear to be referenced when used in a Conditional Statement. Is this by design? -

One cannot reference a Severity Level Variable in a Rule Condition. It can only be referenced in a Rule's Action per the Expression type definition.1) Severity-level variables can only be referenced in an 'expression' associated with the severity level in which the variables are defined.2) Rule-level variables can be referenced in any severity level
