This is an Apple issue. To get the phone un-bricked it seems that DFU mode might be the only way out, but possibly un-assigning the device from the DEP profile, resetting, and then upgrading to the latest version of iOS, then re-assigning the device and resetting it would be the easiest thing to do, but this maybe will not work.
