原因
The issue is related to the network or Firewall -
解决办法
Check the communication between Domain controller and the Application servers and follow the documentation about the ports that needs to be open in the Firewall.

Also, identify if the Windows dynamic RPC port ranges are opened dynamicallly.
49152-65535 are the dynamic port ranges - the firewall should allow communication between source/target DCs on these ports. The port scanner known as "NMAP" can assist you in detecting if the port is opened. Dynamic ports open upon request.
