For Sensitive Content Manager, The Admin Portal UI prompts for user credentials 3 times on Windows 2016 and IE v11.0.3808
IE will prompt for user credentials 3 times before logging on to the site successfully. After that, the UI will function normally.

解决办法
Either:
- Use Chrome or Edge
- In IE11,
- Add the site to the intranet zone
- And ensure that the user that is logged on to the windows session is part of the SCM security group that is allowed to open the admin portal.
