After users upgrade to Outlook 2013 or Outlook 2016 Free/Busy information is no longer published or updated for synchronization partners.
Outlook 2013 and Outlook 2016 no longer writes legacy Free/Busy Information to the Schedule+Free/Busy system public folder for use by legacy clients. The Free/Busy publication reads the data from this public folder. As the public folder is not being updated current free/busy information can not be published for these objects.
When Connecting to an Exchange 2007 or 2010 environment multi-client users may see some free/busy data being published. Any appointments created using Outlook Web Access/App, ActiveSync, or an older version of Outlook should continue to be added to the Schedule+Free/Busy public folder.
This issue is Due to functional changes to Outlook 2013 and Outlook 2016. As the client no longer makes Free/Busy information available via the public folders. Free/Busy synchronization will no longer function for Users of this client.
Workaround 1:
Switch to using Calendar synchronizations rather than Free/Busy for Outlook 2013 and 2016 users.
Workaround 2:
Continue using Outlook 2010 or earlier clients.
