Error: "ORA-22905: cannot access rows from a non-nested table item" when trying create a  Rand (4302313)

Trying to create a random values test for an input argument of type 'number'. I input the appropriate limits (generate 10 numbers from 0 thru 100000 with precision 0. I click OK, which results in the following error:

"ORA-22905: cannot access rows from a non-nested table item"

Oracle issue with database version 9.2.0.8

Issue does not occur with 10g or 11g databases. No workaround apart from upgrading to 10g database.
