'ORA-12154: TNS: could not resolve service name' appears when connecting to the database with an Oracle 11g Client (or instant client), however it is possible to connect to the database with SQL*Plus.
All the PATH and TNS_ADMIN parameters have been setup correctly, but Code Tester still won't connect.
Select the 11g client in the dropdown list of the new connections window, and then connect using the Direct connect method, rather than tnsnames.
If the ORA-12154 error appears, this may be a firewall or sqlnet.ora problem.
You could test commenting out the following lines in the sqlnet.ora file to see if it helps, should the ORA-12154 error appear when connecting:
