After upgrade to vRanger 7.x GUI cannot connect to service -
Description
The vRanger 7.5.1+ Service could not connect when Installing or Upgrading in a Windows 2008/2008R2 Server.
When running the Service Debug:
- cd C:\"Program Files"\Dell\vRanger
- .\Vizioncore.vRanger.Service.exe DEBUG
or checking Event Viewer | Applications and Service Logs | vRanger Service
And see an error with the message:
"vRanger Backup & Replication encountered an error during startup. The exact error message was: Could not load file or assembly 'System.Management.Automation, Version=3.0.0.0, Culture=neutral, PublicKeyToken=nnnnnnnnnnnnnnnn' or one of its dependencies. The system cannot find the file specified.."

Cause
Powershell and Windows Management Framework version 3.0 is not installed in Windows 2008/2008R2 by default.

Resolution
Pre-requisites:
Run msinfo32 and check your Version value (e.g. 6.1) and that your System Type is x64-based PC.
Resolution:
Applies to Windows 2008 R2 Server with SP1 or later.
Use the following Microsoft Link to download and install Windows Management Framework 3.0 (Includes PowerShell 3.0). It will require a reboot.
