Resolution
RESOLUTION
Please install SQL Server 2008 Client Tools on the local machine. Also please make sure that the Windows User account that Toad is running under is a member of SYSADMIN SERVER ROLE in the SQL Server being debugged and that the Server login is a member of the SYSADMIN ROLE.
