Import Wizard ( not Licensed ) -
Description
Can't use Import / Export options in my new Toad, but could use them in the old Toad.
Tools | Import | Import Wizard, Open Import Template... ( Not Licensed ).......
Others import / Export options are inactive too.

Cause
When Upgrading Toad, the license Key was recreated, so, when installing the New Toad it did not recognize the old key entered in the old Toad.
The new Toad may not have any KEY at all.

Resolution
Validate that the new Toad is using the current and correct KEY.
One may see what key Toad is using by going to Toad's top menu, Help | Licensing.
