• Description

  
  When trying to connect SQL Optimizer installed on a Windows Server 2019 to a SQL Server 2016 instance installed on Windows Server 2012 R2, you might get this error:
  
  “A connection was successfully established with the server, but then an error occurred during the login process. (provider: SSL Provider, error: 0 - An existing connection was forcibly closed by the remote host.)”

• Cause

  
  This error is caused by the operating system's inability to negotiate a TLS handshake.
   

• Resolution

  
  The error is not from SQL Optimizer for SQL Server but rather from the Windows Operating System.
