Changing NLS session parameters to effect all existing sessions and newly created ones. (4333577)

Setting NLS session parameters for a connection in Toad to  propagate to all existing sessions and new sessions created thereafter. Also,  to have a means of permanently setting these parameters  for a given connection in the Login window.    

Update the Help documentation, and text in the settings window, to be clear on the limitations of the existing functionality.
