Description
Getting the error "Cannot open file C:..oracle home | tnsnames.ora Access is denied" when trying to connect to Toad. Check all the connection setting and is able to connect to the database using SQL Plus.

Cause
The tnsnames.ora file was carried over from another PC using a different oracle client to generate it.

Resolution
Run the Oracle Net Configuration Assistance to generate another Tnsnames.ora file and tested the connection first. Then have Toad use the newly generated tnsnames.ora file.
